Trouble with AT-X Commands not accepting 2

I have a new 406v2, feel I need to wipe out system complete. Manager does not always see the IP Office and for a day solid I cannot even ping the IP Office.

I have a straight through serial cable, connected to my comm port. Running windows XP Pro, using Hyper Terminal, settings 38400, 8, None, 1, None, using VT100 and have tried TTY.

Power down then up hit escape, show me the loader version. At this point I have communication and then I enter in AT hit Enter, no response but my cusor moving back under the A. I Have tried this several times with no success. I have even went on with the rest of the commands and at one point received the following message.

I still cannot ping the unit or connect using manager.

Any suggestions or advice in this matter is greatly appreciated.

submit your AT-X command twice. it will work the second time.
 
Often then unit doesn't respond to the first AT. Then just type AT (Enter) again, and it will respond!

I have seen this behavior on both Alchemy and IPO..
