Trouble installing Rockwell HCF Modem

I'm reinstalling Windows 98 SE and having problems installing the Rockwell HCF 56k Data Fax RTAD PCI Modem. According to the Quick Installation Guide AM56HCF this is supposed to be a PnP, but Windows doesn't recognize it. I tried to install it using the AM56HCF floppy by double clicking the modem applet in the control panel. It installs there, I checked to make sure com1 was used and that there weren't any IRQ conflicts. When I select the PCI Communication Device through the Device Manager the Device Status says the drivers are not installed (code 28). When I push the reinstall button, Windows can't find a driver. This operating system crashed Sat. 6-13 and I fdisked, partioned, formatted the drive and have 98 SE up and running, with the only program I've installed so far is a Lex Mark printer, and I checked and made sure it's not using the wrong port. Thanks for any help, not getting much help surfing the Conexant/Modem trouble shooting sites.

Is this one of those where you:
1. Turn off the computer.
2. Remove the modem card.
3. Turn computer back on.
4. Remove any old modem drivers (Modems - remove the old modem from list, add-remove - remove the modem drivers)
5. Install the software.
6. Turn computer off.
7. Install the modem.
8. Turn the computer back on and the system should then recognize the new card.

Some of these cheap modems use "similar" driver programs that are close enough that Windows thinks they are the same modem, but different enough that they won't work.
 
That is the instructions for replacing an existing modem, but the Installation Guide says if it's the first tome installing Windows would pick it up and since I fdisked and formatted the drive I ASSUMED it would work. I'm going to pull the modem card like you suggest and see if it works, thanks.
 
Tried that, didn't work. Went to the registry and found an data value unknown, device description PCI Communication Device. Vendor ID = 13F6 Device ID = 0211 Subsystem = 021113F6 Hardware Revision = 10 When I searched vendor ID at I found that C-Media-Electronics is the vendor, the device is an HSP56 Micromodem, but when I went to the C-Media-Electronics website it said they only make chips for modems, someone else makes the modem. Not sure what to do now, thanks for any suggestions.
 
The driver on the installation floppy is WIN95AC.VXD it's a virtual device driver, not sure why it won't run, or why I can't figure out who the manufacturer is so I can download a different driver, thanks for any help.
 
Since it crashed, it may be worthwild to format the drive again.

Reinstall windows.

shutdown.

restart-to shutoff that pesky "Windows Tour".

Shutdown again-to save your desktop settings.

Reinsert new modem.

start system.

let hardware wiz start.

select other location for your modem drivers and point it to the appropriate disk(s).

once installed, shutdown again to save system setting.
start system.

check modem's "diagnostics" and see if they are running fine.

Thanks, I gave up on the rockwell modem, couldn't find a driver for it that worked, so I bought the USR that you're currently helping me with. I did reformat the drives after partioning them, thanks alot
