Transparent Background Layers in Flash?

Hello,

Im new to Flash and I have a simple project I can't seem to figure out. I have a button that I press to trigger an animation. This aniimation is a layer above the base page. The problem is, the stage area can't have a transparent background. Here is my project (the tip of the day button)

How would I get it to appear over the images and text when you click on it, yet be transparent once the image is closer?
