If I have a user that quits and another user that will use their machine, how can I keep the desktop (programs & icons) for the new user the same? I just want to change the login, they will be doing the same work.

Are you on a Domain or just local? Either way, rename the account to the new user and change the login and password under the account properties....

OK, pechenegs is right!
I misunderstood your question. You have an existing user you want to have all his existing settings follow him to the new machine. I thought you wanted the former user settings for a new guy....
