Traffic Help!!

So I have two Cisco routers across a 768k frame line. I have exchange servers at either end. What's the best way to limit smtp traffic to a small percentage of the line? Whenever a large attachment goes through, my ping times go through the roof. I've tried policy maps and traffic shaping but either they don't work (unlikely) or I'm stupid in configuring them (very likely).
I guess I just need a basic best practice. I'm running a 2621 and a 1720. Both have 12.2 ios

You should look into the "rate-limit" command. It allows you to shape the traffic on the WAN and cap the amount of bandwidth. It works well in these types of situations.

Rate-limit doesn't seem to be available in my command set. I could do a show rate-limit, but I can't seem to find a place to set it up.
