Toolbar won't stay modified in XP

I have cut off the language bar and the Google search bar on the bottom toolbar in Windows XP and I locked the toolbar.

However, they keep showing up every day when I reboot.

How do I stop this?

There are two guaranteed rules of success: First, never tell everything you know.
 
It is the Google search bar, i.e., a shortcut to Google on the bottom toolbar.

I want it to go away and stay there.

I was actually looking for a setting in Windows XP that would allow a user to control his toolbar.

Oh well...yet another Microsoft Miracle!
