tomcat 6: JSP'S caching/not compiling...help

SO we are running tomcat 6, and the jsp files will not recompile unless we manually clear the cache. Any ideas on this? Thanks for any help.

Have you put some statements in jsp to prevent cache?

response.setHeader("Cache-Control","no-store"); //HTTP 1.1
response.setHeader("Pragma","no-cache"); //HTTP 1.0
response.setDateHeader ("Expires", 0); //prevents caching at the proxy server
