Toll Fraud on trunk to trunk transfer, conferencing, remote call fwd

We have trunk to trunk transfer disabled in our G3r to "prevent toll fraud"; however, we have conference and remote call forwarding features. In addition we have a nationwide toll free number for voice mail access which could be used in conjunction with RCF. Are these capabilities not as susceptible for toll fraud as trunk to trunk transfer?
