What type of phones are you using?
I was told by Cisco that the older phones (7940's & 7960"s) pull their time settings directly from teh router running the CME.
The newer phones derive their time zone settings individually, and can be set from teh following:
router#conf t
Enter configuration commands, one per line. End with CNTL/Z.

router(config-telephony)#time-zone ?
<1-53> select timezone name used by IP phones (offset in minutes)
