~ Tilda on the desktop?

Right after I imported a .wab file in Outlook Express I noticed a Tilda symbol showed up on the desktop. Several other users have this strange item on their desktop's as well.

What is it?
Why is it there?

Can I delete it?

Geez, I knew the answer would be here. I used the following searches using the 'advanced search' feature.

~ desktop = To many threads the first few I looked at were not the answer I needed.

tilda desktop = Nothing !

How did you find the past threads??

The symbol ~ won't turn up anything. In fact, it used to blow up the seach function. You were close, but spelling got you --> search the whole site for tilde desktop.
