Thought for the day in footer for internal emails

Upper management has decided that it would be "Fantastic!" to add a "Thought for the Day" to the footer of internal emails. The catch is that they want the "Thoughts" to be randomized selections of our email and web usage policies, and they should only be added to the footer of emails sent to the All Staff distribution group. They want to accomplish this ASAP and as cheap as possible. We have a development team, but they have no experience in developing for Exchange. Anyone know of any cheap products or easy ways to implement this brilliant idea?
 
I've used GFI before for a disclaimer, but this needs to happen on internal emails only, and only to a single address. As far as IMSEXT.DLL, that article seems to be for Exchange 5.5 only. I should have stated it before, but we are running Exchange 2003 on a W2K server. I would be interested to hear if anyone has used MailDisclaimer by Softalk. It looks like it will do everything, except the randomization.

Last time I checked, GFI's disclaimer are no longer active after the trial with the current version.
