I want to delegate rights to a user to create/modify/delete users in a specific OU. But I also want them to be able to create/delete mailboxes for users in said OU. I know how to delegate the Admin rights for the AD side but how can I add the right to create/delete the mailboxes of just that OU to the guy?

Through advanced delagation rights you should be able to accomplish this, however having gone down that road I can tell you it is a major headache and not worth the effort.

My solution was to create a web page that used a combination of ASP and vbscript to perform all of the desired functions. The user was given no additional rights. I assigned the rights to the web pages via the anonymous access account and simply resricted access to the pages to the specific users I wanted via NTFS.
