has any one come accross "this modification is not allowed because the document is locked" when using microsoft office 2003

I've seen it in previous versions of office. What office program are you using, and is this file shared by others?

If this is similar to the classic "file or permissions error" on netware 5/6 with word, the solution is to turn file caching off in the novell client advanced settings.
