the recipient mailbox size has reached it's maximum size

I have random senders that get this message returned to them when sending to a specific recipient. It is very strange. There are no limits on the store or on the user.

Please help.

The specific recipient has reached his/her mailbox limoit, and the receiving server is sending the message back saying that it will not receive mail for that account

Unfortunately I wish it was that easy. The user's mailbox is maybe 3M in size and there are no restrictions on either the mailbox ofr the server.
