The domain controller for this domain cannot be located

The domain controller is up and running. I'm trying to set up an NT machine as a BDC. At the point where I supply the name of the domain that the BDC will participate on, I am putting in the domain name as well as the Administrator name and password. But I get this error message

The domain controller for this domain cannot be located

Any idea why I am getting this error message when the PDc is clearly up and running and the network is fine?
 
You say the network is running fine, but are you sure that your new BDC is connected properly? Check NIC, drivers, cables, etc...
