Text over graphic?

Is there a way to create a "background" graphic in an FM document?

I want a faint graphic that covers a large part of the page, and that I can enter text over.

This doc is to be printed, not displayed online.

Do you want the picture to be the background for more than one page in your document? If so, have you tried adding a graphic frame with your picture in it onto the master page?
