Terminal Services Licensing Question

Came across a network today with 3 2003 servers. One of them is set in terminal services application mode. NONE of them have terminal services license server activated. Some of the desktop clients are connecting right now, some are already complaining about the fact that there is no active license server in place. Clients are 9x, NT, 2000, XP, there really is no pattern. I was just curious why some would connect and some wouldn't. Its not yet 120 days, thought this was odd.

Are the users that are able to connect have admin accounts?

Good question, ALL users have the exact same group memberships. They all are a part of a single group. This group was added to the local administrators group on that application server, the software they use requires it.

Obviously the bottom line here is that they need to purchase their ts cals and activate the server, however I found it odd that some connect, some don't.

Are all usibg the older TS client or the newer RDP client?

No, they are all using the current rdp client from MS.

I would figure that the 120 period would start once you activate the server. I wouldn't expect any connections to be made until the server is activated, then it will accept connections until you install your ts cals. Guess I remembered it wrong, but this is strange that some clients connect fine, some not.
