Terminal Services Licensing quesiton

I have been buying Terminal Services CALs in the form of devices and have really gotten nailed by this. We only have a few (around 10) users connecting from multiple computers. The result is our 26 licenses have been used up by 10 people. I bought per user CALs and installed them but am still getting no licenses left errors... nost sure what to do.

Any help in this would be greatly appricated.
