I know that there are 2 ways to set up teminal services. Remote access which gives admins 2 free connections. I now want to switch to application mode to set up a couple of other users. Do you have to purchase cals for each user or do you get them in a pack of like 5? How much are they?

Nearly all Microsoft products are available in volume packs and the greater the volume, the greater the discount. The last time I purchased TSCALs was about a year ago and I believe they were not much cheaper than they are today.
(Windows Server 2003, TS Client Access License 5-pack $749)
However, the difference is you will need to determine whether your needs depict user or device TSCALs and must make that choice at time of purchase. (Same Price)

Check out this site for details.

Depending on what OS the terminal server is, and depending on what type of clients you want to be able to connect to the TS, you may not need to buy TS CALs at all.

To Clarify:
Windows 2000 Terminal Server allows Windows 2000 Professional and Windows XP Professional to connect using build in TSCALs on the Terminal Server. (License Server must be 2000)

This model has changed for Windows 2003. (License Server must be 2003) No TSCALS are included for any OS and every connection requires a license.(see Internet user license for some exclusion) The grace period has been extended to 120 days so you may wish to give 2003 a try. The performance is noticably improved for multiple connections.
