Terminal Server Licensing

I purchased TS 2003 CALS. Installed and activated on PDC. The real TS is gonna run on one of member servers in Domain. When I go to TS Configuration on the member server and TS License I can see the name of PDC which I expected to see. However the member server keeps warning me with message "Terminal License Server can not be found". Do I need to install and activate TS License feature as well on my member server or its enough that I got it on PDC only?

Might want to go into Sites and Services and make sure the TS license server is pointing to the correct server also.

I've already tried to change registry - the same.
In Sites and Services appears my license server.
What interesting that another member 2003 server accepted it and on that server I don't have any warning message anymore. That server I remembering activated just after installation and the "problematic" one I might be not.
Could it be issue with Activation or Serial number?
