Terminal Server Installer Service

I am trying to get a program installed on my WinNt 4.0 Termainl server sp6. I go to add/remove programs and start the Msi file to install and then it gives me the message;
The Windows Install service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly install. Contact your support personnel for assistance.

I am logged in with Administrative privilges. This program is installed on the Terminal Server but we need to run and update on the program but we get this. If someone knows what I need to do to get this to work I would appreciate your help. Thanks in advance.

Have you updated your Windows Installer recently? This can be updated simply by visiting

http://www.windowsupdate.com

It tells me that i am running version 2.00.
Any other ideas?
