Terminal Server connection resolution won't change

We are using remote desktop to log into Terminal server (Windows 2003). The resolutions is 8 bit, 256 colors when we log on. I can't seem to get it to change to a higher resolution.
-- The client and server both support 24 bit or higher.
-- I changed the "limit Maximum color depth" in group policies.
-- The client connection setting are set to 24 bit before trying to connect...
but we still get connected at 8 bit.
Any ideas?

Did you restart the server after changing the policy? As I believe this is a machine policy...

You should check the setting on the RDP-tcp properties on the TS also, client settings tab. Its located in the terminal services configuration snapin. I think that setting over rules GP. Make sure its not set to limit at 8 bit.
