Terminal Server Client problems

Ok, I inherited a Windows 2000 Domain with 2 2000 servers.
One is file server and AD, the other is Terminal Server and AD.

Problem is when I add a new user on a local machine I have to make them a local Power User for them to connect to the terminal server. Locally they can access all other shared drives and files.

I’ve poked around AD and gpedit.msc to make sure everything was good. I even modified the Log On Locally option. To no avail.

What do I have to change to make this work without adding every user to every computer as a Power User? I want any user to be able to use TS from any machine.

Check START - PROGRAMS - ADMINISTRATIVE TOOLS - TERMINAL SERVICES CONFIGURATION on the Terminal Server. Right click on the RDP protocol and click PROPERTIES. Check the permissions tab and make sure users have user access to the terminal server.

I dont have that icon.
All I have is Terminal Services Manager and Terminal Services Licensing.

Any Idea how to get the Terminal Services Configuration?>

Looks like I fixed it.
I reinstalled the TS piece and it added all of the missing icons like Terminal Services Configuration and few others.
I then added a usesr group to the permissions and it seems be working.
