Terminal server 2003 + Office 2003 = tiff association broken

We recently upgraded our Terminal server 2003 with Office 2003. The upgrade removes the Windows picture and fax viewer which we use for Fax viewing. This has broken the tiff file association and now none of my users can preview or view tif/tiff images. I turned off the registry entry which disables Users changing file associations. I could give everyone directions on how to go to Windows explorer click on tools-folder options..blah blah blah but I would rather force the change globally. How can this be done to change the association to point to the new Office Document Imaging viewer? Seems silly that there is no global file association utility. Or is there?
 
Set the registry keys needed which you will find here:

HKEY_CLASSES_ROOT\TIFImage.Document

That should apply for the whole system. You can export from a working system then if you wish to hange the association, change the program under Open.

HKEY_CLASSES_ROOT\TIFImage.Document\shell\open
