Tcpsvcs.exe using 99% of cpu cycles

I am having an issue with tcpsvcs.exe using excessive cpu cycles (99%). I thought it might be Norton AV so removed same with no luck. I think it might have started when I set up a printer on tcpip using a Linksys printserver but not sure. I can remove it using task manager and it doesn't seem to cause any problems when I do so. Any thoughts or suggestions. I talked with MS and they couldn't seem to find any useful info. Thanks for your help, jodower
 
Control Panel, Administrative Tools, Services, find the service, stop it, and set its startup type to disabled.

This service is only needed if you are using your machine as a DHCP server.
