TCP Wrapper is an open source program V7.6 that can
protect access to network services such as telnet, ftp, rlogin,
rsh, tftp, etc. It can be configured to deny or allow remote
hosts to access these services. TCP Wrapper can monitor
and log access to these services via a log file or the AIX
audit facility.

TCP Wrappers can be seen to wrap services like telnet /ftp etc
By default AIX does not , but you have to install and configure TCP-Wrapper on AIX
For a quick check on your system , you can have a view on /etc/inted.conf and if your telnet/ftp services have been protected by tcp wrapper, you can find some thing like that in your inted.conf file
