Target Line Not ringing

Customer changed PRI carriers due to Katrina as Bell was thier only option. We can make outgoing calls but cannot receive incoming. We verified all settings and protocols with Bell and they said everything matched: NI-2, B8zs, received digits 4, etc... Bell came out with T box and showed us where the 4 digits are coming in on the PRI circuit. They claim that they are seeing the 4 digits hit the D channel but the call does not go thru . I setup a target line 149 to appear and ring on one phone to test . When the number is dialed, it times out after 20 seconds. Any suggestions ? Confused in Chocolate City
 
Is the leading digit of the recieved digits an 8,9, or 0?
if so, have bell do a digit manipulation and have them send 2000 or 3000 or something like that. Norstar doesn't play nice with those three digits because they are pool codes and operator access.
 
Do you have any Call by Call services turned on that you do not need now?
Have you checked to make sure that all channels are provisioned in the system?

 
With the previous carrier I had Descending. In order to make outgoing calls now w/ Bell I had to change the setting to Ascending. We are using only 15 channels on the PRI so I provisioned 1 thru 15.
 
Did you also go and make sure that the Link status was disabled on those channels.
 
Link status is diabled. I also tried 7 digit incoming vs. 4 digits in case bell is sending 7. No dice. I tried changing protcols with all that is available and still could not get incoming. It looks like the only change that I have between the carriers is the change from descending to ascending.
 
I had Bell swith B channel so I could duplicate the previous carrier . Now I have descending but stil have same problem of not able to get incoming calls.
 
Ends up being a problem with the MICS cabinet and not the cards or software. Took the software/Rom , 6 port combo and PRI card out and installed in new MICS cabinet. Had Nortel swap PRI codes and immediately starting receiving calls.
