Just wonder if someone could clarify that if you have to re format and server from scracth how do you go about restoring old backups from tapes when the arcserve database will not know the sessions exist?

You can either merge the tape back into the database, or, if you were using the standard VLDB database and were backing it up with the backup of your host server, you could submit a 'recover database' from the last backup tape of your host server.

If i merge the tape will it give me all the sessions so ican restore the bits i want?

yep - you can choose to restore single or all sessions (there's a checkbox when you select the tape to merge) on a tape - the recover database will do all tapes that you had in the database at the time the database was backed up.
 
Merging the tape lets you pick specificly what you want to restore, because now it will show up in the database.
