tab stops and within a form with tab ctls

I have a form that has two tab ctls. I am tring to set the tab stops on the part of the form that is not on a tab ctl. I am manually setting them and after I get to about tab 7 or 8 the order of the tabs that i have already set are different. I'm thinking that this must be due to the tab ctls as this is the first time I have used them and the first time I seen this problem.

I wish I knew why this happened also. I've learnt not to set the tab order manually, and instead always use the menu option. I hadn't associated the behaviour with having a tab control on the form, but next time I might just check this out.
