Tab Order Strange Problem

Hi,
I have a strange problem with tab order. From the first control, Instead of going to the second control, It goes to the toolbar(address bar) and if there are any other customized bars(Ex: google search bar) it goes there next, After that only control goes to the second control. I could find why ? What could be the problem.

Do you explicitly set the TabOrder for all of your controls?

Are you setting the focus when you first open the page? I found that the tab order doesn't place the cursor in the first control.
