I have 4 T1's on an option 61c. 2 are used for outgoing local calls and all incomming calls, both are provided by Qwest and are PRI. My other 2 are for outbound long distance only and are provided by AT&T, standard 24channel T. My problem is that when a long distance number is dialed there's about a 10-20 second delay and then the call eventually completes just fine. What I am noticing is that the call tries to go out the dedicated LD t1's, you'll see the channel go busy then after about 1 second it gets locked out, then goes back to idle after 2 more seconds. The call then takes its second route option and goes out on my local Qwest T1's to complete the call.
I've played the finger pointing game way to long between Qwest and AT&T. When tested with AT&T they say they can't loop up my CSU. So I installed a new CSU for one of the AT&T T1's. Had AT&T test again and I get the same result. So I reterminated the all cross connects for both LD T1's and still have the problem. So I am convinced there's no problem on the CPE side, unless its possible that there's a problem with my T1 card? What else might be the problem?
