System programs (msconfig, regedit) wont run 1

When i go to start, run and type msconfig/regedit an hourglass appears and the program appears to open then close all within a millisecond... i don't think it's a virus or spyware but i could be wrong, is this an existing issue, how can it be fixed?
 
Thanks, im looking for the virus, but the renameing of the files like it said at that link works
 
Yes, renaming them does work and is a very handy thing to know in cases such as yours.

Just remember to rename them back!

I had the same problem.

My problem turned out to be an .exe that did not show up as a virus.

It was the infamous MSGinaV.exe.

I removed it by booting the PC into safe mode - usually hitting PF8 while the machine begins bootup. I then deleted two entries: MSGinaV.exe and an entry in the Windows prefetch directory. I found these by searching the C: drive for MSGinav*.* using the advanced option of searching hidden files.
