system not saving settings?

My network has two Citrix Metaframe XP Feature Release 2 servers (farmed) on a Windows 2000 Serive Pack 3 platform. We are using Citrix to publish applications only. Here is my problem...

I have had several users complain that when they log onto Citrix and try to open Internet Explorer or Outlook, they have to go through the setup wizards to get to the program. Once the setup wizard is completed, they are able to connect to the program. This is happening a lot and appears to be random.

Anyone else heard of this?

And\Or do you have a script running to delete the local profiles occasionally?

No roaming profiles however, terminal services profiles are being used.

Profiles are stored on one of the Terminal Services servers. Example...ts1\d:\profiles\username$
