System Monitor in Win98SE System Tools: Useful? How? 1

Can someone explain the ways to benefit from System Monitor in Win98SE (Start/Programs/Accessories/System Tools/System Monitor)....the sub-option within it of View/Add "Memory Manager", for example, how to utilize?

Need overview and how-to's for correct use.

Does your system seem slow and unresponsive at times? Try using System Monitor to discover the reason. The first thing you may want to monitor is Kernel Processor Usage. With no programs running, this measure should be near zero. As you work on your computer, occasionally check the System Monitor screen .

Go to System Monitor>Edit>Add Item>Kernel>Processor Usage.

Thank you for some guidance.
My Kernel Perocessor Usage says 10-20% (blue bar)
My red-bar Kernel processor Usage...the lower bar, in red...shows 100%
What does one do with this kind of data?
Is there a non-toxic memory optimizer, free- or shareware, hopefully...where the optimizer utility tweaks one's memory settings without my having to decipher System Monitor?

Need some practical what-to-do tips...automatic utuility would be best...the less the muss and fuss the better.

I'm simply looking for an idiot-proof memory tweaker-manager
where the memory/Swap File-Virtual Memory/caching interrelationships are checked/managed/optimized without bugging me too much...(no pun intended in using the word bugging!!) The less I have to fiddle around with it the better.Have seen Rambooster and Rampage and Cacheman mentioned here and there but they all seem too involved.
