System hangs at POST

I have a pentium III 500 which hangs at post on detection of HDD. New HDD fitted with same issue. Disconnect HDD and connect to secondary IDE slot same issue. IF i connect the CDROM's to the IDE 1 or 2 and system tries to boot. Is this issue with HDD controller chip on the board or another problem.
I have tried new cables also.

Need more details, what is the machine, server, workstation? Type, model, Mfg etc. Running from an onboard controller, array controller all this good stuff please
 
Have you set the HDD in the BIOS to AUTODETECT or not?

Its a workstation pc slot 1 with a GA bx2000 dual bios 128 memory 80g hdd (NEW) old is 10gig. HDD detection in bios is turned on and does detect the drive at post i assume at check of the IDE port. However after that the system hangs when the box with the cpu type memory etx appears and the info missing is the memory and hdd configuration details. Interseting point is the machine will go past this point if only the cdroms are connected. No beeps other than the single post beep. I have tried restoring the bios with the dual system. The bios screen information is all intact and correct. When I first instlled the drive it did hang on the bios detection setup screen.

Check the jumpering of the hard drive. Some drives require different jumpering when they are the only device on the IDE cable.

In BIOS, try setting PRI Slave Disk, Sec Master Disk, and Sec Slave Disk to NONE.
 
Freestone done all that even tried connecting the primary to the secondary e.g none,none,auto,none same thing I think the onboard controller may be stuffed, but doesnt explain why it will boot with cdroms attached and not hdd
 
is thare a way you can clear your bios, you might just need to reset it. try flashing it your problem might be that your bios is too old to detect to run on a 80gig hhd it may detect it in bios but that dosent mean that the bios is smart enough to boot off of it. did it work before with the 10gig hhd? or is this a pc your putting together from scratch. i think you just need to update bios.
