Can you get to Safe Mode?
If not use Recovery Console and copy from:
\Windows\system32
any .NLS file as a temporary measure. For example:
copy \windows\system32\c_852.nls \windows\system32\c_850.nls
Restart into Normal windows mode.
Then Start, Run, sfc /Scannow
