As per the Diagnostics manual.
A127 ALARM Unlicensed IP Device <ext> Failed to come On-Line
FIELDS: ext The extension of the IP Device (IP station or IP trunk) that failed to come on-line due to a
licensing error.
CAUSE: The CP received an on-line request from an IP device but there was not an IP device license
available, therefore, the IP device cannot come on-line.
ACTION: Unequip the IP device or purchase more IP device licenses.
Sounds like you don't have enough licenses.
