SX200 ICP>5540 Console

A console is unable to make LD calls. Possibly local calls as well(I'm waiting for confirmation). They get a fast busy signal. The other IP phones are able to place local and LD calls. I've checked the console's COR and it's correct. Is it possible that the console is being restricted somehow?

When I watched calls go out in SMDR yesterday, the numbers dialed looked fine: 9+1+Area Code+Number for both guest and admin phones.

The 9 was present in the SMDR?

This should be absorbed by the systm.

It looked like this in the SMDR Monitor in MTCE
700 9 15555555555
To me that looks like extension 700 dialed the leading digit(9) plus 15555555555 but the 9 wasn't sent.
