Switching off QOS in network region

Using VPN and IPSEC and I know there are known issues with using QOS and IPSEC. We have issues where voice packets for TCP/IP between the phone & CLAN(tcp port 1720) take an inordinate amount of time between PBX and remote ip endpoint. Regular data is coming across to the same location in 67ms. Beleive IPSEC on the VPN could an issue with the delay.

The phone sends a packet to the CLAN every 22 secs but the packet received back fgrom the CLAN on port 1720 takes between 1-2mins to arrive by which point the phone has sent another packet.
Is there any way to switch off 802.1p to see if this improves matters with IPSEC?
