Switchboard sets DataEntry=Yes as default?

Hello,

I am working on an Access 2000 database created by someone else. Neither of us can figure out why our form, which is set to DataEntry=No in design "mode," holding down Shift key to override the Switchboard, acts like it is in DataEntry mode when the database is started with the Switchboard as the startup form. The creator of the database thinks that the Switchboard may automatically set forms to DataEntry mode, but I couldn't find any documentation which indicates Access 2000 performs this way, and I have worked on an Access 97 database which doesn't do that, so am questioning. The form was originally created in DataEntry mode, but I would think that since we changed it, the exact form with its properties would be called and the Switchboard wouldn't "remember" the properties. Would someone please help me out with a workaround, if that is the case? Thanks!
