SUS not installing SP4

I have implemented SUS via group policy across the board, and in general it works fine. However, we have a number of Windows 2000 professional PCs that are stuck on service pack 3, despite being subject to the group policy.

Does anyone know of a reason why this might happen?

SUS does not support the installation of service packs.
You need to install WSUS to do this.

I think it does. It has successfully installed service pack 4 on hundreds of other PCs but not these few.
