Supervisor/Emergency buttons

I have m3905 phones and I wish to activate the supervisor and the emergency buttons. We have Symposium and OTM. When I look at the phone in OTM it seems like the button are active but when csr's hit the buttons nothing happens.Any help would be appreciated.

Post the TN for the 3905. I know that I tried to add an OBV key and OTM would not do it. Had to do it in the terminal mode to enter obv key.
