Subject Line Filter -Spam

Hi to all

My Spam Gaurd on my Watch gaurd adds [SPAM] to suspected spam messages.

Is there a way (Without using Outlook rules) that I can filter these messages before they get delivered?

Or is there a way to create an Outlook Rule and push it to everyone?
