Stuck Wallpaper on Desktop

I Have two servers that have a picture as the desktop for every profile. If you are logged in as anyone (including admin of network and admin of box) you can't change the desktop. Can someone please tell me how to change this. This was done prior to my arrival and we now are looking to change it!
 
Check your Group Policies. See what restrictions are for those users. (user configuration / administratoive templates).

I looked and there are no policies running. these are servers that run on a nt4 domain
 
Oops... so,. your network is NT4?
Then could be 3 things;
- policy (sure you don't have it?)
- "man." profile. Then you will never be able to save a change in profile. Can you do other chnages? Shortcuts on desktop?
- a different tool that was "tweaking" the registries

Would the policy be on the 2k box? if so, where do I go to look at them?
 
No,... it can be set just via Group Policy Objects (GPOs) from server. Such settings are part of templates, that are part of GPO.
But, you can have policies in NT too. Did you check them? Check Netlogon share from your NT server.

It was a group policy. Thank you for your help! I just had not gone far enough in the MMC to see the setting. Thanks again!
