I am looking for a document that would describe all functions and program structures that can be done with stored procedures language.

Can I find something like this on the web?

Have you looked in Books OnLine ... Your search is very vauge ... there are multitudes of books on the subject matter so I am not sure just one doc will cover all aspects.

The Books ONline link that Angel gave you is the user manual for SQL Server including the T-SQL programming reference. It is certainly the first place to start.

You might also check out the FAQs here as there are several of them which deal with the issue of available resources for learning T-SQL.
