Stopping users from saving *.exe files to network drives

I am using W2k server and I want to stop my users from saving *.exe files to my network drives, any ideas how this can be done ?
 
I would consider implementing 'paper' policy to prevent this - make the users aware that violation of network policy (downloading executables, downloading games, saving exes to network drives etc) will result in termination after
first offence - Standard Written Warning
second offence - official reprimand
third offence - Termination

If the standard written warning is well written and forceful/persuasive enough, it should stop them.

There are other (technical) was of doing this but most users will just rename the files themselves until they need to use them, or find ways round it (make zip files etc).
