Stopping specific users changing settings for msie

Is there a way to stop users changing settings in Microsoft Internet Explorer. I have winxp pro and use NTFS drives. Is there a file you can make read only to that user so they can read the settings but not change them? The settings i am most interested in are advanced settings in internet options.
 
If you type "Setting Permissions" in the Help and Support programs search box you will find what you are looking for.
 
I need to know what the file is to make read only, the file that stores the information with the msie settings. Is it in the registry? I have made ntuser.dat read only but the user can still change settings.
Idealy i would like to make it so no settings could be changed. What would i have to deny write access to to make this possible?
 
Have a look around this area and see what's there.

run GPEDIT.MSC
In Group Policy, click User Configuration.
Click Windows Settings, and then click Internet Explorer Maintenance then Security.
 
I cant find any option for advanced settings. Anyway a global policy will affect everyone not just the other user. I need to find out where the information for advanced settings is stored.
