Stopping services with vbscript without stopping dependent processes

Is there a way to stop a service without it's dependent services stopping as well. I'm on a w2k o/s and I'm trying to stop IISADMIN that has RPC as a dependent process; but the RPC process is a dependent of another service (ControlIT) that I do not want to stop.

Any ideas would be really grateful on how to overcome this problem.
