Stop use stoping the SQL Server Agent

We now have a lot of users with the SQL Server Service Manager box on their workstations. How do I stop them from shuting off the main SQL servers with this as well as the SQL Server Agents?
 
The rights to stop and start the service are controlled through the OS. Anyone who is an admin will have the rights to start and stop the services. I don't think that power users can start and stop services, but I'm not sure.
