Static Background Picture

I'm not even sure this is the correct forum for my question.
My client insists on his site being in frames. He wants 2 of these frames to carry the same background pictures thru all his pages. Thus the backgrounds get re-loaded on each page (slows things down even tho the pix are in the 30k range). Try not to laugh too hard ... but is there a way to load them so they will persist over all the pages?
 

The background picture should be cached by the browser the first time it is loaded, so this should not really be an issue.

Well that would depend on the speed of your cable connection, not the fact that you're on cable, wouldn't it ;o)
